Length: Approximate 542 workdays Respond By: June 20, 2012 Scope Of Services The senior business analysts will support the senior project manager for Business and IT related activities, including the development of IT project approval documents, detailed business requirements, policy approval documents, regulation changes, communication materials and providing or coordinating the technical expertise required through the planning and implementation of the project. Responsibilities& Deliverables: * Analyze and support the development of the required project initiation, definition and planning artifacts – including policy, project and procurement approval submissions to various stakeholders; * Conduct requirements focus groups with the policy and business subject matter experts to obtain: ~ Preliminary business requirements; ~ Stakeholder requirements (how stakeholders will interact with the system); ~ Solution requirements (Functional, Non-functional and Implementation); * Analyze and document the as-is and to-be business processes/workflows; * Support project manager and project leads in stakeholder management consultations and requirements gathering; * Conduct form design, workflow analysis and process design for automated and non-automated interfaces; * Develop project approval documents, policy approval documents and regulation change materials in addition to supporting documentation needed for the project; * Update business models that include activity diagrams and logical data model; * Document detailed business and/or system requirements, create use case model and use case specifications and associated UML diagrams, UI storyboard and specifications, and non-functional specifications; ~ Conduct use case review and design walkthrough sessions with developers and testers, update specifications as required and direct developers in the development of the application. ~ Provide requirements support to developers and testers, and coordinate production releases; ~ Coordinate and conduct application demo to end-users, system partners and other stakeholders; * Provide support to end-users in user acceptance testing, guidance and direction for the overall system implementation and rollout; * Provide hands-on mentoring and coaching to OPS staff. .aioe{position:absolute;clip:rect(471px,auto,auto,471px);

Mandatory: 10+ Years in the following; * Undertaking comprehensive business needs assessments and analysis of complex business requirements for IT business solutions; * Leading and conducting business analysis in order to assess client’s business problems/opportunities and documenting the business requirements in such a way that technology solutions can be determined; * Conducting policy and business analysis that can be accommodated within existing frameworks and IT solutions in order to minimize project time/cost implications; * Applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches; * Leading and conducting business analysis at varying levels of detail, appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies; * Developing strategies, preparing business cases and cost-benefit analysis, business process and/or policy options papers, risk assessments, and conducting feasibility studies for business I&IT initiatives; * Conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects; * Developing project approval documents, policy approval documents and regulation change materials and other supporting documentation needed for the project; * Monitoring progress, resolving problems and reporting regularly to business and I&IT management decision makers; * Developing and providing input to QA, system and user acceptance testing strategies, plans and scenarios; * Developing and/or supporting the development of training and communication materials in support of large system implementations; * Developing program performance measures, metrics and outcomes; * Experience in the use of Computer Aided Software Engineering (CASE) tools (or equivalents) to document conceptual requirements and scope; * Knowledge and understanding of policy development/analysis, business analysis and data analysis practices; * Strong verbal communication skills; * Superior written communication skills; * Proven analytical experience related to business requirements; * Strong Interpersonal and negotiation skills; font color="#000000" size="3" face=
