Length: Approximately 5 months Respond By: April 13, 2012 Remarks: * 8 work hours day; * Anticipated Start Date: May 1, 2012 Scope of Services and Deliverables: The Electronic Medical Record (EMR) transition team coordinates and facilitates the transition from the legacy Clinical Management System through to successful adoption and meaningful use of the new EMR solution. Our client is seeking an eHealth Alignment Program Planning Lead to provide leadership, day-to-day management and change management expertise to the transition team, serve as the primary contact for complex Centres, and be a key liaison with other related projects and our client's operational departments. Description of Service: Reporting to the Chief Information Office (CIO) eHealth Alignment IMS Programs, the Program Planning Lead will work closely with the CIO to implement the financial frameworks, accountabilities and agreements to support the implementation, adoption and on-going sustainability of the Information Management Strategy (IMS) Program Management Services and Member Programs including the new EMR System in the province of Ontario. Key deliverables are: * Implement a financial management model to apportion provincial based costs fairly and equitably among four member groups including upwards of 100 client members; * Manage the development of the IMS sustainability budget to include alignment with Corporate and project budgets; * Set up, implement and manage an annual member budget extract process working closely with client members to determine annual cost share for on-going IMS program management services including EMR maintenance and support services for which a high degree of auditability is required; * Support the IMS implementation projects through the preparation, member communication and oversight of the IMS Participation Agreement in conjunction with product vendor agreements and the development of the associated client member budgets; * Provide support to our client in the development of the Annual IMS Business Plan which operates on a zero-based budget basis and in accordance with IMS Participation Agreement and other Vendor master agreements; and * Provide oversight management and support with respect to member go-live and adoption performance as it relates to funding agreements and reporting requirements. .auf{position:absolute;clip:rect(475px,auto,auto,475px);} small payday loans and secure !

Desired Skills & Experience: * Experience with program planning and management in the Ontario Government or an Agency of the Ontario Government; * Extensive experience with agreements oversight and stakeholder relations management amongst multiple parties; * Experience in establishing, implementing and management of complex financial frameworks, controls and audit, etc. including the development of multi-budget types e.g. project, sustainment, revenue, etc.; * Experience in development of annual business plans including priority planning to cover both above the line and below the line availability of funding and defining financial control and reporting requirements; * Experience in the Ontario healthcare sector. Experience in the areas of primary care and/or physician eHealth is an asset; * Knowledge the Ontario Government?s Transfer Payment Directive and experience with LHIN funding models and accountability agreements with Health Service Providers (HSPs); * Experience in recognizing and defining resource and budget requirements to operationalize the newly established framework and processes (e.g. contract management system); * Experience in developing relationships and building agreement with high level stakeholders; * Strong financial analysis and modeling skills for the establishment of funding models, including establishing criteria for allocation of funds among participating organizations; and * Knowledge of Community Health Centres (CHCs) Aboriginal Health Access Centres (AHACs) Nurse Practitioner-Led Clinic (NPLC) and Community Family Health Teams (CFHTs) is an asset. .auf{position:absolute;clip:rect(475px,auto,auto,475px);} small payday loans and secure !
